• (一) HUALIEN PORT DEVELOPMENT POSITIONING

  • 1. The main international port in the eastern Taiwan.

  • 2. The main export port of cement and mineral in the eastern Taiwan.

  • 3. The direct sailing port between Mainland China and Taiwan.

  • 4. The main island-loop shipping port.

  • 5. The tourism and waterfront port.

• (二) HUALIEN PORT DEVELOPMENT POSITIONING
  The port land is programmed into wharf area, warehouse area, free trade port area, recreational area, professional fishery area, and port service business area.

  • Wharf area:
    It is for the vessel berthing purpose.

  • Warehouse Area and Free Trade port area:
    They manage the transportation and warehouse facilities, transition facilities, logistic center, storage and its facilities, factory and operation place, affiliate office, warehouse, parking lot weight spot, factory registration products related trading business, power plant and affiliated facilities, high pressure gas manufacturing equipment and affiliated equipment, the affiliated facilities of gas and gasoline storage, petrol station and gas station, and other affiliated facilities under the permission of Hualien Harbor Bureau.

  • Recreational Area:
    This area will conduct sight-seeing hotel, integrated recreational park, waterfront recreational facilities, anchoring or berthing facilities for recreational vessels or ships, recreational construction and structure things, gas-filling facility for ships or vessels, recreational anchoring wharf and maintenance facilities, and other facilities under the agreement of Hualien Harbor Bureau.

  • Professional Fishery Area:
    The scheme of this area is to be a multi-function fishing port for both regular fishing port and recreational fishery.

  • Port Service Business Area:
    The area is set for the port service organization and affiliated facilities.

• (三) THE CONTENT OF THE HUALIEN PORT EXECUTION PLAN BETWEEN 2002-2006

  • 1. Port fundamental and public facilities

    • (1) The research of the improvement of resonance between port and pond as well as the research of preventing soil deposit.

    • (2) The lighthouse installation project at the front of the eastern breakwater.

    • (3) The long term monitoring plan of outer port.

    • (4) The renewal of the port area communication roads project, which has been completed 1,209 meters in 2003.

    • (5) The railway remove plan of the port area.

    • (6) The repairing berthing platform will be opened for yacht berthing and repairing area.

    • (7) The construction of preventing wharf steel plate pile erosion.

    • (8) The installation of vessel AIS logging-in system.

    • (9) The update of computer system.

    • (10) The waterfront recreation area in the west of inner port course.

    • (11) The pollution prevention plan of gravel sand wharf.

    • (12) The construction of external loop path in the north-shore area.

  • 2. Warehouse platform facilities

    • (1) The purpose is to encourage the civilian business to cooperate with port authority to manage the storage area to handle logistic warehousing business

    • (2) The target is to complete the communication roads in port area, and to readjust the outer port stack place and strengthen pollution prevention measures after the port district railroad removal.

• (四) THE EXPECTED BENEFIT OF THE CONSTRUCTION PLAN

  • 1. Traffic Construction

    • (1) To conduct the communication roads construction project between inner and outer port in order to make the convenient traffic courses inside the port. On the other hand, it will reduce the driving for the trucks to drive in the city roads to enhance the recreation quality in the seashore area of Hualien city.

    • (2) The main purpose of the external loop construction in the port north shore area is to guide the heavy trucks directly into the port in order to solve the environmental pollution caused by the trucks driving through the city to increase the environment quality in that area.

  • 2. Port Security

    • (1) The research of the improvement of resonance between port and pond and the research of the prevention of the soil deposit are to find the solution of the Hualien Port Pond unstable problem.

    • (2) The installation project of the lighthouse at the front of the eastern breakwater and the vessel AIS logging-in system are to ensure the safety for the vessels entering the port.

    • (3) The installation of port computer system is to save the management cost to increase port administration operation efficiency.

    • (4) The long term monitoring plan of outer port is to get the updated situation. The prediction of the facility repair timing will not only reduce the expenses of repair, but also ensure the port routine operation to reduce the loss of operation revenues.

    • (5) The construction of preventing wharf steel plate pile erosion is to maintain the security of the wharf.

  • 3.Tourism Development
    The projects include the waterfront recreation area in the west of inner port course, the plan of bike lane in the outer port recreation area, the enhancement of the gravel wharf pollution plan, the establishment of the anchoring platform as the yacht berthing and repairing area.
